The Luxembourg National Research Fund (FNR) is deeply saddened to learn of the death of Raymond Bausch (1962 – 2022). Raymond Bausch was the first Secretary General of the FNR and held this position from the creation of the FNR in 1999 until 2010. His actions allowed the FNR to develop, grow and lay the foundations for making it one of the most important players in Luxembourg research.
His former collaborators at the FNR will remember him as a person who was friendly, open-minded, with a deep sense of integrity and driven by the desire to advance public research in Luxembourg. The entire FNR staff and board offer their most sincere condolences to his family and friends.
After having participated in several research projects in industry, Raymond Bausch joined the Ministry of Education in 1994. Here he has done pioneering work in the promotion of R&D and higher education, thus actively working for the progress of these fields in Luxembourg. He made an essential contribution to the take-off of public research centres and the establishment of a system of research grants in this country. He also represented the interests of the Luxembourg research community at the European institutions, among others. His competence earned him high respect both in Luxembourg and internationally.
Later, he played a major role in drafting the law creating the Fonds national de la recherche. After the creation of the Fonds National de la recherche, he became its first Secretary General in 2000. In this function, he was instrumental in the elaboration of a national research strategy and its priorities. These research priorities have found expression in the first multi-annual programmes of the Fonds national de la recherche. Raymond Bausch was also significantly involved in the development of a modern strategy for the attraction and promotion of young talent in research in Luxembourg.
With Raymond Bausch the Luxembourg research world loses one of its most valuable pioneers who, through his commitment and ideas, has contributed to the fact that R&D and higher education have a high status in Luxembourg today and that Luxembourg has become a centre of attraction for high-quality research. Après avoir participé à plusieurs projets de recherche dans l’industrie, Raymond Bausch a rejoint le ministère de l’éducation en 1994. Il y a effectué un travail de pionnier en matière de promotion de la R&D et de l’enseignement supérieur, oeuvrant ainsi activement au progrès de ces domaines au Luxembourg. Il a apporté une contribution essentielle à l’essor des centres de recherche publics et à la mise en place d’un système de bourses de recherche dans ce pays. Il a également représenté les intérêts de la communauté de recherche luxembourgeoise auprès des institutions européennes, entre autres. Sa compétence lui a valu l’estime de tous tant au Luxembourg qu’au niveau international.
Plus tard, il a joué un rôle majeur dans l’élaboration de la loi créant le Fonds national de la recherche. Après la création du Fonds national de la recherche, il en est devenu le premier secrétaire général en 2000. Dans cette fonction, il a contribué à l’élaboration d’une stratégie nationale de recherche et de ses priorités. Ces priorités de recherche ont trouvé leur expression dans les premiers programmes pluriannuels du Fonds national de la recherche. Raymond Bausch a également participé de manière significative à l’élaboration d’une stratégie moderne d’attraction et de promotion des jeunes talents de la recherche au Luxembourg.
Avec Raymond Bausch, le monde de la recherche luxembourgeois perd un de ses pionniers les plus précieux qui, par son engagement et ses idées, a contribué à ce que la R&D et l’enseignement supérieur aient aujourd’hui un une grande reconnaissance au Luxembourg et que le Luxembourg soit devenu un centre d’attraction pour la recherche de qualité.

“J’ai succédé à Raymond Bausch à la tête du FNR en 2011. De retour après plus de 20 ans hors du Luxembourg, j’ai pu mesurer tout ce qui avait été accompli pour développer une recherche publique de qualité dans notre pays. Raymond faisait partie de ce groupe de pionniers qui ont posé les fondements du formidable essor que notre secteur a connu par la suite. À mon arrivée, je me suis vite rendu compte qu’il avait créé avec le FNR une institution de grande qualité, qui n’avait absolument rien à envier à ce qui se faisait de mieux ailleurs. Avant tout, Raymond avait réussi à rassembler une équipe de talents formidables. Si, comme je le pense, la qualité d’un dirigeant se jauge par la qualité de l’équipe dont il sait s’entourer et animer, Raymond était un grand leader. Lors de notre période de passation des pouvoirs, en réalité fort courte, j’ai pu apprécier Raymond comme une personne pleine d’humanité, humble, d’esprit ouvert, et animée par la passion dans tout ce qu’il entreprenait – passion à peine dissimulée sous un mince voile de flegme. Durant les années qui suivirent son départ vers le Ministère des Finances, Raymond continuait à manifester un vif intérêt pour le FNR et le développement de la recherche publique.
